Ta première affirmation sort de nulle part. La license (L)GPL te donne 4 droits et t'interdit de restreindre ces droits si tu redistribues. Elle n'interdit nullement de redistribuer contre rémunération.
Il y a bien plus que 4 droits dans la GPL. Il y a aussi une interdiction. Mon affirmation sort de ceci:"You may charge a fee for the physical act of transferring a copy, and you may at your option offer warranty protection in exchange for a fee.
You may not copy, modify, sublicense, link with, or distribute the Library except as expressly provided under this License. Any attempt otherwise to copy, modify, sublicense, link with, or distribute the Library is void, and will automatically terminate your rights under this License.

Merci pour ton lien mais ça fait déjà un certain temps que je l'ai lu. Tu noteras que j'ai émis l'hypothèse que s'il en faisait une distribution, il n'y a rien d'illégal. Seulement, s'il vend le logiciel en lui-même, c'est une autre chose.
